The French anti-gambling agency ANJ has noted "significant progress" in the fight against the menace.

 The French gambling regulator, the Autorité Nationale des Jeux (ANJ), has reviewed the action plans of operators and found "significant progress" in decreasing problem gaming.

 In order to combat "excessive" and underage gaming, all French operators are required to present a plan every year as of a 2019 regulation.  Afterwards, the ANJ examines such plans of action.  More communication on the matter between operators and the regulator is the goal.

 There has been noticeable improvement in the market's ability to curb compulsive gambling, according to the ANJ.  Messages to players and dashboards are examples of actions used to raise awareness.

 Higher safeguards are in place to help identify problem gamblers and provide them with the assistance they need.  More players who were recognised as being at danger have been provided with support.  The percentage of operators who have implemented new support measures and banned players shown to be more susceptible to commercial incentives has also increased.

 The "substantial progress" has not prevented the ANJ from stating that problem gambling remains an issue.  According to the ANJ's referenced research from the 2021 Games Observatory, around 400,000 French players were at a pathological level, putting an estimated 1.4 million at risk.

 Among the goals of the French regulator's 2024–2026 strategy plan was the prevention of underage gambling and the safeguarding of vulnerable populations.  Consequently, the ANJ urged operators to step up their efforts to better identify problem players and implement measures to support them.

 Operators are required by the ANJ to intervene and detect at the earliest opportunity.  It is also important to diversify support measures so they can be adjusted according to the risk level.  Operators are also required to do a risk assessment prior to marketing offers.

 In addition, the ANJ emphasised the importance of La Française des Jeux (FDJ) and its horse racing counterpart, Pari-Mutuel Urbain (PMU), stepping up their oversight of sales locations to enforce the prohibition on sales to underage customers.

 With the upcoming 2024 European Championships and the 2024 Summer Olympics, the ANJ urged operators to be extra careful with underage gamblers and problem gamblers. The Olympics will be held in Paris.

 The ANJ took note of operators' measures to prohibit underage gamblers from trying to get around the age restriction.

 Racetracks and casinos are being urged by the ANJ to step up their game.
 The ANJ acknowledged that approved and monopoly operators had made strides in responsible gambling, but it observed that the National Horse Racing Federation's (FNCH) coordinated efforts had stalled.

 As per the ANJ, the total revenue for the gaming industry in 2023 was €2.7bn, which is equivalent to £2.31bn or $2.93bn.  When comparing 2019 and 2023, 74% of casinos reported an increase in GGR.

 According to the ANJ, compliance levels for gambling clubs and casinos have been shown to be inconsistent.  Not all businesses have changed much since 2021, even if others have been consistently improving.

 While the majority of action plans were authorised by the ANJ, two casinos and one gambling club had their plans rejected.  In order to help, the ANJ provided a manual to all businesses outlining how to step up their game.

 The FNCH was also the target of criticism for the racing businesses it oversees.  Since 2023, their needs have not changed because there has been a lack of action to address the "insufficient" identification and assistance for problem gamblers, especially un relation to the data systems used by racetracks.
